I guess that's the fundamental point we disagree on. While I think design matters massively for (obviously) creating great spaces and, to some extent, community, I don't view it as a panacea. Ultimately, people create community. Design can help facilitate it, but there are plenty examples two places in the same space where one is a hotbed of community and the other is not (to simplify for the sake of illustration).
