Cities spend billions over time on stuff that has proven to not work. Taking some of this property off of the hands of commercial property owners, who will often take a loss, could be the best possible investment.

I wish programs like this would actually get done right, persist and grow.

Sadly, I just don't think we operate in a political or social climate conducive to much of this type of stuff.
